Clar is a graduate of Memorial University (B.Comm) and Dalhousie Law School (LL.B.) and has been a licensed lawyer for over 30 years. He has received the Chartered Arbitrator designation from the ADR Institute of Canada, and is a member of the Law Society of Newfoundland & Labrador, the ADR Institute of Atlantic Canada, and the ADR Institute of Canada.
Early in his career, Clar practiced law with the firm of Dwyer, Locke & Schwartz for 15 years, before transitioning into a number of senior executive roles in the engineering, construction and oil and gas industries. He started acting as an arbitrator while continuing his practice as a lawyer, and later while working in the business world. Clar recently began his full-time arbitration and mediation practice. Clar has been active in the business community, and has served on numerous boards and commissions. He has been a Business Representative on the Canadian Labour Task Force, a Governor of the Atlantic Provinces Economic Council and a member of the Newfoundland Apprenticeship Board. He is also a past Chairman of the Newfoundland Ocean Industries Association, the Hibernia Employers Association and the Central Newfoundland Regional Tenancies Board, as well as a past Vice Chairman of the Newfoundland Construction Labour Relations Association. He was a member of the Hibernia Construction Training Coordinating Committee and a member of the LMCC Permanent Panel of Labour Arbitration Chairmen |
